Hisarciklioglu pointed out that because of globalization the borders disappeared, that the rules became more common. Hisarcıklıoğlu said; Beforehand, whatever you product you can sold it was the mentality of the businessman. Now, consumers do not buy any think without seeing and searching. Also if consumers do not satisfied, they complained or giving back the product.  Hisarcıklıoğlu emphasised, when the industrials and consumer buying goods they search for specific standards.

The golden rule is produce according to a certain standard. How to ablution is an assumption for who perform the namaz it was the standard for industry and commerce as well. These standards must match with global standards. When the countries’ economies are strong, this country is becoming a standard-setting. TSE will consist of a new management, placed the centers of standards, organizations, more effective and competent, should become standard setting.''

Hisarcıklıoğlu said, previously TOBB was not memberships in international institutions and organizations but we aimed being a membership, joining the administration of the institutions which have a voice in the international trade. Within the framework of this target, we got membership of many foundations and in a position of chairman in many of them. Hisarcıklıoğlu said TSE cannot be have a right to say without sitting number 1 seat in associations which is relevant with standardization.

- USSR was not having an entrepreneur and they dissolved.

Hisarcıklıoğlu emphasized that; Turkey should be where the standards are placed in and the highest point and he reminded the Charles de Gaulle words; “Great works cannot be accomplished without the great people. The thing which makes people great is his own resolution and perseverance.” And in this context he thanks Tahir Büyükhelvacıgil who is the chamber of the Turkish Standards Institute.

He designated the word that; “You can manage yourself, with money in Istanbul, with credit card in Ankara, with friends in Adana.” But, if we stay in Ankara we cannot reach anywhere.  We have to be efficient and competence in all international institutions and organizations.

Hisarciklioglu recorded that; through TSE, Turkey has become the country which is issuing the certificate and he said; However we have to become a country setting and enforcing standards at the highest level. We believe in ourselves as a Turkish industrialist. If Japan has a technology, German has engineering, China has cheap labour, we have entrepreneur. We discovered this power new. It is no matter our bureaucracy, politics, and armies how powerful. All of them are meaningless. The most important power is economic power.  When world's giant USSR dissolves, they have the largest military power and had the most high-technology. The USSR collapsed without a shot because USSR does not have an entrepreneur. You must look after the entrepreneur as your eyes. They are the person who makes this country rich.

Minister of Industry and Trade, Nihat Ergün in his speech; we do not find right, “instead of waiting for constituted of the standard then we bring them back”. Turkey should be included in the preparation of global standards, he said.

In TSE’s Extraordinary General Assembly in Ergün’s speech; a country such as Turkey has opened production range to advanced technology and high value-added products it is very important high-quality work and rapidity of standardization institutions.

Ergün emphasised that; TSE provides standardization, conformity assessment, measurement and calibration activities as a neutral, independent, efficient and reliable. The purpose of these activities, improve the competitiveness of the country, to facilitate trade national and international levels and raise the level of public life.

Ergün designated those national foundations such as TSE has to act in accordance with global developments and in collaboration with counterpart organizations in other countries of great importance to being. He said; without global response, there is no meaning on your own set of standards.

-Quality of continuity


Ergün said; Quality is not a target reached by a one time, it requires quality of continuity. Therefore, I believe that TSE should increase the control of the documents which was given by them. Also, while TSE serving to the private sector; it is also very important to attain a standard of service in their own right. TSE should not be a prohibitive institution with heavy bureaucracy; it should be an institution that produces very quickly solutions for demands and difficulties of our business world. Especially, we need to be carrying a better point to our provincial organizations which in contact with our manufacturers.

Büyükhelvacıgil, President of TSE, in his speech declared that we propose to the European Standard Organization for acceptance of halal food standards as European standards. He said, we believe that with a good work and policies the halal food standard which was prepared by the Islamic countries could be accepted as a standard for in Europe. Büyükhelvacıgil gave information about the studies carried out in the international arena and he said; Turkey, has been selected as the highest vote in the ISO Council of International Organization for Standardization, consisting of 20 countries. Turkey, 'became''the Certificate Manufacturer country including information technology security products and systems for Common Criteria Certification System.

And Büyükhelvacıgil added:

“We harmonized 99.7 percent of European Standards and 42 percent of the world standards as Turkish standards. For years, we are members of the European standardization organizations CEN and CENELEC and now we made formal application for full membership of them. We envisage that in the General Assembly of CEN and CENELEC, the full membership of TSE will eventuate. On behalf of Turkey, TSE full membership of CEN and CENELEC in EU negotiation process (Free Movement of Goods) is an important issue will be completed.”
