Faik Yavuz: “We want public funds to be used efficiently”

TOBB Presidency Council Member and TOBB Accountant Member of the Board Faik Yavuz, attended the symposium for Public Procurement Law. Speaking at the opening of the symposium held at TOBB Twin Towers Yavuz pointed out their expectation from public procurements as national, public funds to be used most efficiently. ​

Underlining the importance of private sector who duly perform their businesses to shine out while those funds are being used and also that mechanism should contribute to development of private sector, Faik Yavuz also wished for such process to turn out to be a win-win project for segments.

 

Describing Public Procurement Authority as well as resolutions and legislations by Ministry of Finance as most determining factors, Yavuz also said “As a country, from past to present we have significantly progressed in public procurements. “We gained great experience in terms of both legislation and infrastructure. Certainly this is a dynamic period. Sometimes we prepare the legislation but at the same unexpected developments occur on the field then accordingly revision is required. Times are changing, technologies are changing which requires keeping pace. Here at this point if we can manage to enable consultation between public-private sectors as well as common mind then we would have achieved the best task. Therefore we attach importance to this mission. Hereby on behalf of private sector I sincerely thank to Chairman of Public Procurement Authority Esteemed Güleç and Undersecretary of Finance Ministry Esteemed Kaya. Yet many ministries, authorities are amongst the major players of this mission. Here we have many estimable senior bureaucrats from public sector along with representatives from business world. They shall be discussing important matters all day long. On behalf of our community I sincerely thank entire participants who shoulder responsibility.”

 

-We should cut loose specification from monotype

 

Requesting for resigning the job to those who shall dully fulfil, Yavuz said followings: “First of all we need cut loose from monotype specification. The simple way to it, the work could be same but the fact is neither cost nor standard and construction time of building that shall be built in Mediterranean coast shall be equal with the one that shall be built in a region where there is 9 months of winter. For sure the specifications differentiate but then you realise that many of them copy pasted.  At this point specifications for each job must be determined from scratch. If we fail to enable that we shall never be able to eliminate the problems. One of the other matters that we attach importance is price advantage for domestic production. We pursue this matter for years. That has been what we wanted for years. The reason why we want that is simple; to improve the domestic industry. This is a very important tool, most of the world’s largest economies practice this and accomplish result. For example world’s two largest economies USA and China practice this.

 

Thanks to our President’s supports the law concerning this matter has come into practice. Straightaway we have started to get the results accordingly. Domestic procurement rate within public tenders has increased from 10 percent to 40 percent in the first 6 months of 2017.

 

The basic matter here is; nearly half of this procurement of 40 percent in terms of tender number benefit from 15% top price limit advantage. The other half benefit from lower advantage. Let’s fixed this to 15 percent top limit. This shall not bring extra burden to the budget. Because in any case ninety percent of the domestic procurements in terms of tender amounts processed on the basis of top limit. Raising remaining 10 percent in all, to top limit shall impose extra burden. On the contrary it shall make a great difference in all and provide significant moral support.”

 

-Those who consult shall never be in wrong

 

Referring that public sector making tenders for most of the construction works by including the materials within Faik Yavuz said “The domestic procurement is not being taken into consideration here. Especially for these type of works domestic procurement matter in terms of both construction material usage and the equipment that shall be installed must be included to the specification and accordingly price should be obtained from the companies in accordance of such specification. This is vital part of the matter.

 

All these matters are very important for many sectors varying from machinery sector to air-conditioning sector as well as construction sector. China as we call giant of manufacturing has achieved the sectoral leap by this mean. Therefore they pushed their companies to a scale where they can compute with the world. I personally believe that by consultation and common wisdom most accurate works can be achieved. Ben istişare ve ortak akılla en doğru işlerin yapılacağına inanıyorum. During his speech, Chairman of the Public Procurement Authority Hamdi Güleç also gave information about the sessions. He told that during the symposium hey shall be discussing the matters in details such as approximate cost confidentiality, imposing additional criteria regarding the partner of legal person for using partner’s business experience certificate, communique for similar business groups in construction works as well as separation of amounts of similar jobs and evaluation of extremely low proposals and limit value determination.

 

Explaining that Public Procurement Authority having a financial effect as much as 6.7 percent of national income Güleç said that they are in consultation with all the institutions for the improvement of public procurement law. Hamdi Güleç underlined that execution phase of the contracts is as important as tender phase.
