E-Commerce Council talked over development and regulations connected to electronic commerce in detail

Turkey E-Commerce Council meeting held in TOBB İstanbul Service Building under the chairmanship of Council President Öget Kantarcı and participation of Department Head of Banking Regulation and Supervision Ahmet Yılmaz.​

During the meeting where development and regulations regarding usage of credit cards within electronic commerce were discussed, Department Head of Banking Regulation and Supervision Ahmet Yılmaz stated that requirement for obtaining consent of the clients i.e. cardholders for the entire bank and credit cards in Turkey used for transactions via internet has been included to the scope of financial consumer protection by the Cabinet decision. 

In the meeting it was underlined that the transition process had been extended until 31st December 2017 due to 6-month transition process expiry date was being 17th August 2017 was being the summer holiday and Feast of Sacrifice Holiday and especially serious demands by T. E-commerce Council. 

It has been conveyed that there also currently around 7.5 million of declined cards. In this context it was stated that frauds reaching serious numbers in terms of case and volume stands out as social engineering and therefore action needed to be taken accordingly also came up.

Revenue Administration Department Head Kaan Kasım also stated private sector’s share for achieving developments within electronic commerce and as a result of this field standing out applications such as electronic invoice, e-book and e-archive were adopted and he also gave information regarding the regulations.

Kasım also told that websites which published advertising on line had been requesting information regarding the advertisements that they published, especially loss and illegals for the sales conducted via social media had been immense in terms of tax and in order to enable and increase tax compliance obligation for notification also imposed to above mentioned.

In the meeting, it was stated that regarding Turkey’s electronic commerce vision and establishment of course of action an agreement made with McKinsey Company and forthcoming period works would be commenced.
