The protocol regarding the construction was signed between TOBB and Rize Governorship with Prime Minister Recep Tayyip Erdoğan as witness.

The ceremony took place at the Rize Recep Tayyip Erdoğan University and was attended by TOBB President M. Rifat Hisarcıklıoğlu, Prime Minister Recep Tayyip Erdoğan, Customs and Commerce Minister Hayati Yazıcı, TOBB Board Vice Presidents Faik Yavuz and Halim Mete, Rize Governor Nurullah Çakır, Rize Chamber of Commerce and Industry President ömer Faruk Ofluoğlu, Rize Commodity Exchange President Mehmet Erdoğan, Ardeşen Commerce and Industry Chamber President Recep Eksilmez, Çayeli Chamber of Commerce and Industry President Güngör Sarı, Pazar Chamber of Commerce and Industry President Neşet Çakır.
