During Ability’10 Specialized Vocational Training Centers (UMEM) project’s introductory meeting that was held in Istanbul, M.Rifat Hisarcıklıoğlu the President of TOBB pointed out that the main reason of the unemployment was the lack of profession. Hisarcıklıoğlu emphasizing the project as the biggest and most concrete project that has been realized so far said “We’ve been a hope for more than 20 thousand unemployed. There are more than 2 thousand companies in the selected 19 provinces that have accepted to take part in this project. In addition to this, we have taken more than 20 thousand demands from these companies. We aim to employ 1 million people in 5 years.”

Hisarcıklıoğlu underlined that the lack of profession problem in Turkey requires an urgent solution and as serious as the employment problem, and he also added “I hereby pronounce to our manufacturers: Please realize the importance of this project.”
 
 
Hisarcıklıoğlu said “We are proud of our young population. Yet, this young population can’t contribute to our economic growth as expected because we are not able to give them adequate training. I have been travelling to many provinces in Anatolia so far and I see that our coffee houses are full of unemployed people.”
 
 
Hisarcıklıoğlu in his speech stated that they realized Beceri’10 project with the participation of Ministry of Labour and Social Security, Ministry of National Education, TOBB University of Economics and Technology in order to solve these problems.
 
 
“We must improve the quality of workforce”
 
 
Hisarcıklıoğlu continued:
 
“To industrialize means to improve the quality of workforce. This project is a hope for the people who have lost their qualifications due to technological changes and have no ability at all. This project is not only a matter of productivity and competitiveness but also a matter of social responsibility. ”
 
 
“I can do anything means I can not do anything”
 
 
President Rıfat Hisarcıklıoğlu stressed that the main factor effecting the unemployment is the lack of profession and said: “I sometimes ask the nominees during the interviews what they are able to do, the answer is “I can do anything”. This means in fact he/she can do nothing. So, Beceri’10 project will ensure the young people have their own profession so that the unemployment problem will be solved.”
 
 
Hisarcıklıoğlu said “thanks to this project, by means of chambers of commerce and industry in 81 provinces, employers contribution to management processes is ensured in vocational trainings so the success of labour force policies and the coordination of local stakeholders will be enhanced”.
 
 
“We completed the first stage of the Project”
 
 
Hisarcıklıoğlu said “at this point, we completed the first stage of the Project, we have invested in 88 million TL to hardware and also we have spent 4 million TL for the training of trainers.”
 
Hisarcıklıoğlu continued that:
 
“Bring us the unemployed people who you want to employ and let us train them. We give hands on training in your premises and you will pay nothing for this. Moreover you can utilize from the incentives of the Project. This is not an event ever happened before.”
 
 
“President of Istanbul Chamber of Industry Tanıl Küçük: “We have to overcome the shortages in terms of qualified work force”
 
 
Küçük pointed out that youth unemployment rates are quite high in Turkey, on the other hand manufacturers are having problems in terms of finding qualified work force. This dramatic situation shows the inconsistency between the education system and the needs of industry.
 
Küçük also stated, the way to resolve this gap and to set the bridge between education and employment can only be possible by improving vocational and technical education. And he defined this issue as one of the main concerns of Istanbul Chamber of Industry.
 
 
“The chance of finding job will be reduced for unskilled labor”
 
 
Küçük pointed out that the current production structure should be transformed into high value-added, knowledge-intensive production structure and stated that:
 
 
''We know that such a production structure requires a qualified workforce. High value added products can be produced by well trained, skilled labor force. Therefore, the improvement of vocational training will help to solve unemployment problem as well as improving the competitiveness of the industry. In Turkey, at the end of 2010 we have faced an impressive growth performance. And now our goal is to have sustainable economic development.”
 
 
“Minister Ömer Dinçer: “If we create flexibility in work life, we can create more jobs”
 
 
The Minister of Labour and Social Security Ömer Dinçer stated ''At the end of September 2010, 953 thousand people are employed. If this will not go on, we can not solve the unemployment problem in Turkey.”
 
 
“Labor force participation and employment rates are very low”
 
 
Dinçer stated that “In average 800 thousand people are participating to work life every year” and continued his speech as follows:
 
 
“When compared to developed countries, our labor force participation rates are very low. Each year we have to create employment for approximately 600 thousand people. From this perspective, we need to use a systematic approach in job creation programs. More importantly, we should increase the flexibility of work environment to create employment.”
