“We should restructure the system”

M. Rifat Hisarcıklıoğlu, President of The Union of Chambers and Commodity Exchanges of Turkey (TOBB) said that for the first time in the history of Turkey civilians were writing a constitution, and the system should be restructured. ​

 

In his speech at the award ceremony of "Contributors to Economy and Tax Champions" organized at Bartın Cultural Center, Hisarcıklıoğlu said that the country had a 2023 project, but women and youth should not be overlooked when advancing towards that target.

Saying that they formed women and young entrepreneur councils to motivate women and youth, Hisarcıklıoğlu added:   “Why are women and young entrepreneurs important? There is one way to become rich.  Which is entrepreneurship.  Japan is the 3rd biggest country of the world economy. When we compare the number of investors in our country with theirs, they are 4 times ahead of us if we take the country populations into account.  We have another responsibility which is to find jobs for 750 thousand youths every year.  750 thousand is equal to the population of several European countries.  How will be find jobs for these youths?

It is not possible to find governmental jobs.  We can be more dynamic if we can reduce the public employment positions.  There is one way, which is to become rich.  If we want to increase employment opportunities for the youth, we must increase the number of entrepreneurs.  It is the only way to become rich.”

Drawing the attention to the fact that 50 percent of the country population were women, but the ratio of women entrepreneurs among total entrepreneurs was less than 6 percent, Hisarcıklıoğlu told the families to bring up their daughters as entrepreneurs.

“As Muslims, we pattern ourselves after our Prophet” said Hisarcıklıoğlu, “Khadja, the wife of our Prophet, was a trader.   She was the greatest logistician of the time.   Our Prophet used to work under her command.  On the one side you will say, “Praise to God, I’m a Muslim”, and on the other hand you will pattern yourself after our Prophet, but you will not raise your daughter as an entrepreneur.   There’s something wrong about it”.

Pointing out that Turkey aimed to be listed among the 10 big economics of the world in 2023, to raise national product from 10 thousand dollars to 25 thousand dollars, Hisarcıklıoğlu said, “If we were included in the first 10 economies today, we would be 2.5 times richer individually.  Is there anybody who does not want to be 2.5 times richer than today? Then, we must re-construct the system.  A construction starts from the foundation, and the foundation of this matter is the constitution.”

Drawing the attention to the fact that the works would be smoother if the constitution were constructed properly, Hisarcıklıoğlu said:   “When you want to enact a law and correct something, you are stopped by the constitution in the end. The whole system must be restructured starting from the constitution.  The four political parties in the parliament established a conciliation commission with equal number of members to carry out constitutional studies.   We hope that a civilian constitution, designed by civilians for the first time in our history, will be written.  We support this process until the end, but we say 'If the four parties write the constitution in agreement, and four of them reach an agreement irrespective of majority or minority, we will support them.’  Why? For the future of 74 million people and our country.”

Hisarcıklıoğlu then presented plates to the tax champions of the city and the exporter companies. İsmail Toksöz, President of Bartın Chamber of Industry and Commerce (TSO) presented a wire decorated picture which contained a photograph of Hisarcıklıoğlu as a gift.
