The Union of Chambers and Commodity Exchanges of Turkey (TOBB) Turkey Cosmetics and Hygiene Products Industry Council Meeting was held at TOBB Istanbul Service Building with the participation of TOBB Board Member Cengiz Günay, Council Speaker Ahmet Pura, Pharmacist Elmas Sarı from the Cosmetic Products Department of the Turkish Medicines and Medical Devices Agency and high-level representatives of the private sector and non-governmental organizations.​

TOBB Board Member Cengiz Günay, who stated that he closely followed the work of the Council, thanked the Council Members for their diligent and active work.

Council President Ahmet Pura stated that the sector, which has a domestic market turnover exceeding 50 billion TL, has reached 2.4 billion dollars of exports and 1.3 billion dollars of imports and that they have made a positive contribution to the foreign trade deficit. President Pura also stated that the support of public authorities is very valuable in the context of solving priority problems that are important for the sector.

At the meeting, where information was given about the bureaucratic visits made by the Cosmetics and Hygiene Products Industrialists' Association, it was expressed that the public was happy for their constructive approach.

Commenting on biocidal products legislation and practices, the Council Members discussed the announcement of license renewal for Type 1 and Type19 products and the problems for products for which license applications are ongoing. President Pura stated that the acceleration of license applications will be important for tomorrow.

Council Members, who made an evaluation about the Medical Device Regulation and the Medical Device Sales, Advertising and Promotion Regulation, which is another important issue in the sector, touched on the general obligations of the manufacturers in the Medical Device Regulation, EUDAMED registration procedures, financial guarantee issues and conveyed their suggestions to the public representatives by addressing the products that can be sold outside the sales center in the Medical Device Sales, Advertising and Promotion Regulation.

Members who evaluated the legislation developments in the cosmetic product sector evaluated the Draft Regulation on Cosmetic Products, Product Tracking System (UTS) cosmetic product applications.

At the meeting where the 'Regulation on the Registration, Evaluation, Authorization and Restriction of Chemicals', which has been discussed with sensitivity in the sector recently, was evaluated, the Council Members drew attention to the importance of increasing the recognition of the Regulation by the persons and companies responsible and expressed that if the responsibility is not taken by the relevant parties, production may come to a standstill.

Speaker of the Council Ahmed Pura stated that the problem of supervision in the sector is always there and that it will be solved by activating Market Surveillance and Supervision, noting that the establishment of the Market Surveillance and Supervision Institution was announced by the President of the Republic in March 2021.He touched on the importance of the representation of TOBB Turkey Cosmetics and Hygiene Products Industry Council in the possible Advisory Board here.

Stating that the installment ban in the sector continues, the Council Members emphasized that it is valuable to take the necessary initiatives before the public to remove this restriction in the cosmetics sector as in other sectors.

Referring to the issues of excise duty and VAT differences in trading for sector-specific products, sector representatives stated that the arrangements to be made on the betting issues that burden the sector are important.

Pharmacist Elmas Sarı from TİTCK Cosmetic Products Department, who spoke about the aforementioned agenda items, answered the questions of the members and stated that they would always be pleased to work together to solve the problems.
